Seafarers Shore Pass

In October 2020 Dublin Port Company (DPC) introduced a mandatory Health & Safety and Security induction programme for the North Port – Common User Area called the Dublin Port Pass (DPP). 

 

In 2021/22 the DPP was also introduced in the South Port and Oil Jetties and to date more than 20,000 port users have completed the induction.  

 

Full details of the DPP can be found at  www.dublinport.ie/dublinportpass/ and requires all persons including port employees, tenants, agents, stevedores, linemen, approved contractors, suppliers, drivers, approved visitors to complete the Health & Safety and Security induction before access is granted.

 

The Dublin Port Pass (DPP) is available in 6 different languages i.e. English, Irish, Filipino, Polish, Romanian, and Russian to support the diverse workforce and international Seafarers visiting Dublin Port.

 

To further support the DPP we are now introducing a process for Seafarers visiting Dublin, which is documented in The Notice to Mariners No: 01/2024 

 

  • The Seafarers Safety Guide informs the Seafarer of the Common User Area Safety Rules and provides a map of the port.
  • Shore Passes are available at: www.dublinport.ie/dublinportpass/seafarers-safety-guide/ and hard copies are available at No.2 Branch Road South security checkpoint at Dublin Port or from the ships agent.
  • When exiting and returning from the North Port – Common User Area all Seafarers should carry a copy of the Seafarers Safety Guide
  • Seafarers must follow the designated walkways shown above and on the Seafarers Safety Guide, North Port Common User Area to berth.
  • A separate safety induction is required for access to the Oil Zone.
  • Persons wishing to access the Oil Zone should contact their shipping agent or the Oil Zone Fire Wardens.

 

Clarifications and FAQ’s

All ship’s crew joining a ship in Dublin Port must either have a DPP (regular visitor), or be escorted to the ship by shipping agent or have transport arranged with a driver/taxi/shuttle that has a valid DPP.

  1. Shipping Agents please be advised normal joining instructions still apply, i.e. prior notification to DPC of new crew arriving must be sent to Land Operations and following email addresses: checkpoint@dublinport.ie  controlroom@dublinport.ie
  2. In all cases where a returning seafarer with a valid Seafarers Shore Pass or DPP arrive in a taxi where the driver does not have a valid DPP, the taxi will not be permitted entry, and Seafarers will be required to walk to their ship.   If they do not have hi vis vest they will be issued with one.
  3. Returning seafarers that appear intoxicated that arrive in taxi where the driver does not have a valid DPP will not be permitted entry to walk to their ship. Ships crew will remain outside the checkpoint and Harbour Police/Port Security will notify the ships Master, Senior Officer or Ships Agent of the situation and request they arrange a physical escort or transport of their crew member.
  4. The checkpoint at No.2 Branch Road South will have a supply of hi-vis vests that can be issued at no cost to suitably qualified Seafarers i.e. have a valid DPP or Seafarers Shore Pass returning to their ship. 
  5. At all times if there are issues with ships crew the matter will be referred to the Ships Master/Senior Officer or Ships Agent.
  6. Dublin Port Harbour Police & Port Security do not provide a taxi service for Seafarers.
  7. Seafarers wishing to complete the online DPP can access IT (computer) support in the ‘The Mission to Seafarers’, Alexandra Road, Dublin Port.   Opening hours are Mon- Fri 1.30pm – 4.30pm and 7-9pm and Sat-Sun 7-9pm.
