All Port Workers, Visitors, Contractors who require access the Common User Areas MUST complete the Dublin Port Pass

Dublin Port Company (DPC) introduced a mandatory Health & Safety and security requirement called the Dublin Port Pass in 2020.

It is a mandatory requirement for all port employees, tenants, contractors, ship’s crew and visitors who require access to the Common User Area’s in Dublin Port (see map) to successfully complete a two-step induction and access control process as below.

If you have received an email about renewing your Dublin Port pass, you only need to complete the induction (Step 1 below).

The Dublin Port Pass (DPP) induction courses have been designed as part of Dublin Port Company’s commitment to safety. Port Users are required to complete the relevant Dublin Port Pass training module to access areas* within Dublin Port designated as restricted. On successful completion of the Dublin Port Pass you will be eligible to apply for a Dublin Port Access Control Card. This card will enable you access to the areas you have completed the induction for.

Existing Access Control Card Holders: Do not need to complete Step Two and will have their access updated automatically for the applicable area following successful completion of the online induction. If you have received an email about renewing your Dublin Port pass, you only need to complete the induction (Step 1 below).  

There is no cost to complete the two-step safety and security process; however a charge of €20 will be applied for replacement access control cards.

Where is the Common User Area?

The Common User Area refers to the following areas on the north side of the Port accessible from Alexandra Road;

  • Alexandra Quay East – which has three operational berths (berths 38, 39 and 40)
  • Ocean Pier (Alexandra Basin East) – which has six operational multi-purpose berths (berths 32-37) and two operational Ro-Ro ramps.
  • Alexandra Quay West – which has four operational berths (berths 28-31) and one operational Ro-Ro ramp

In addition, there are two operational berths (berths 46-47) on the south side of the Port commonly referred to as Coal Quay.

Step One: Dublin Port Pass Induction

The Dublin Port Pass induction course is hosted by Flex Manager and will take approximately 30 minutes to complete:

  • CLICK REGISTER NOW – Button Below
  • SELECT the area in Dublin Port you need to access*
  • COMPLETE the registration process – Name, Email, Phone
  • VERIFY your identity with a photo capture – from a camera enabled device e.g. webcam, laptop, smart phone, tablet
  • WATCH the induction video – learn about the environmental health, safety and security risks and requirements
  • ANSWER 15 multiple-choice questions
  • ACHIEVE a minimum score of 80% to pass
  • PROCEED to Step Two and apply for a new access control card

All Port Users are required to re-take the Dublin Port Pass Induction every four years.  This is a mandatory requirement to ensure that port safety training standards remain consistent and up to date across all access card holders.

Step Two: Access Control Card Application

On successful completion of Step One, Port Users are eligible to apply for an Access Control Card.

Existing Access Control Card Holders: Access will be updated automatically for the applicable area upon successful completion of the online induction.

New Access Card Applicants: Apply for an Access Control Card for the area you need to access (see map):

  • UPLOAD a digital photo following the photo guidelines
  • SUBMIT application – You will be notified by email when your card is ready
  • COLLECT your access control card from the relevant company* by presenting valid photographic ID in the form of a valid Passport or Irish/EU Drivers Licence

  • What access requirements are changing for the Common User Area’s in Dublin Port?

    Dublin Port Company has introduced a new mandatory Health & Safety and Security requirement called the Dublin Port Pass. All Port Users must have successfully completed a two-step induction and access control process to access the Common User Area’s in Dublin Port:

    Step One: Successfully complete a Dublin Port Pass Induction Course
    Step Two: Apply for an Access Control Card

  • When do I need to obtain the Dublin Port Pass and Access Control Card?

    You will require a successful Dublin Port Pass and valid Access Control Card to access the Common User Area after 28th September 2020. There are no exceptions. After this date, Dublin Port Company and Doyle Shipping Group will operate a strict “NO DUBLIN PORT PASS, NO ENTRY, NO EXCEPTIONS” policy for the Common User Area. What do I do if I received an email about renewing my Dublin Port Pass

    Simply retake the induction, set out at Step 1 above.

  • Where is the Common User Area?

  • What is the Dublin Port Pass Induction Course?

    The Dublin Port Pass is an online Environmental, Health, Safety and Security induction training programme, designed for all persons requiring access or working in areas within Dublin Port designated as restricted. It will be a mandatory requirement to complete a Dublin Port Pass induction course to gain access to the Common User Areas from Monday 28th September 2020.

  • How do I know if I need to have it?

    If you require access to the Common User Area, you MUST have completed the Two Step safety and security process before Monday 28th September 2020:

    Step One: Dublin Port Pass Induction

    Step Two: Access Control Card Application

  • Do I need the Dublin Port Pass to access the Ferry Terminals in Dublin Port?

    Currently it is not required to access the Ferry Terminals in Dublin Port. Port workers, visitors and contractors are only required to complete the Dublin Port Pass induction course and apply for an access control card if they require access to the Common User Areas in Dublin Port - see further information about where the Common User Areas are located above.

  • How do I register for the Dublin Port Pass Online Induction?

    Log on to www.dublinport.ideademo.ie/dublinportpass/ and click REGISTER NOW.

    The Dublin Port Pass online induction course is hosted by Flex Manager. The induction should take approximately 30-45 minutes to complete and opens for registration in June 2020. You are required to complete the registration, select the main area in Dublin Port you need access to, verify your identity with a photo capture and proceed to the induction course. Please note if you require additional access to other areas within the Common User Area please contact either Dublin Port Company or Doyle Shipping Group.

  • What does the online induction course involve?

    You are required to watch an induction video to learn about the environmental health, safety and security risks and requirements and then proceed to answer a set of 15 multiple choice questions, all of which must be answered, an overall score of 80% must be achieved to pass the course.

  • What if I encounter difficulties when on the Flex Manager platform?

    If you encounter any technical difficulties in completing your online induction, you can email: support@cgatechnology.com

    Flex support is available from Monday to Friday 9.00am to 10.00pm.

  • What happens when I pass the induction course on Flex Manager?

    When you pass the induction course you will receive an email confirmation from Flex Manager.

  • What happens if I fail the Dublin Port Pass online induction course?

    If you do not achieve an overall score of 80% you will fail the Dublin Port Pass induction. You can repeat the course as many times as needed on the Flex Manager platform until you successfully complete the course. It is recommended to start the multiple choice questions from the start reading the questions and answer options carefully.

  • What languages is the online training induction available in?

    The Dublin Port Pass induction courses are available in six languages: English, Irish, Polish, Filipino, Romanian and Russian.

  • How do I proceed to Step Two and apply for my Access Control Card once I have completed the Induction?

    On successful completion of the induction on Flex Manager you will be prompted to return to www.dublinport.ideademo.ie/dublinportpass/ where you can proceed to Step Two and apply for an Access Control Card by clicking APPLY NOW

  • What if I already have an access card for the Common User Area in Dublin Port?

    Existing Card Holders: Do not need to complete Step Two (Access Card Application) and will have their access updated automatically for the applicable area following successful completion of the online induction.

  • I don’t have an Access Control Card for the Common User Area. How do I apply for one?

    New Card Applicants: On successful completion of the Dublin Port Pass Induction, Port Users are eligible to apply for an Access Control Card by logging on to www.dublinport.ideademo.ie/dublinportpass/ and clicking APPLY NOW

  • What details do I need to apply for an Access Control Card?

    You must complete all the relevant details on the access control card application e.g. Name, Address, Email etc. You must also upload a digital photo following the guidelines – this photo will be applied to your access control card to confirm your identity.

  • How long is the Dublin Port Pass Induction & Access Control Card valid for?

    It will be a mandatory requirement for Dublin Port Pass holders to re-sit the training and renew their access control card every four years. You will receive an email advising you when you need to renew your Dublin Port Pass.

  • How much does it cost?

    There is no cost to complete the two-step safety and security process; however a charge of €20 will be applied for replacement access control cards.

  • What about “one-off visitors” to the Common User Area of Dublin Port?

    Anyone entering the Common User Area in Dublin Port should have a valid reason for doing so and will require a valid Dublin Port Pass and Access Control Card. There are no exceptions. Anyone found in the Common User Area without a valid Dublin Port Pass and Access Control Card will be directed to leave by Dublin Port Harbour Police / Port Security.

  • Do I need to carry / show / display my Access Control Card when entering the Common User Area?

    Yes, anyone accessing the Common User Area must have their Access Control Card with them at all times.

  • What happens if I don’t have a Dublin Port Pass / Access Control Card?

    No Pass – No Entry – No Exceptions. If you have not completed the Two Step safety and security process you must log on to www.dublinport.ideademo.ie/dublinportpass/ and complete the process.

  • Will other restricted areas in Dublin Port require a Dublin Port Pass / Access Control Card?

    Yes. The Two-Step safety and security process will be rolled out to other restricted access areas in Dublin Port, for example the Oil Zone.

  • I need to access Dublin Port’s Oil Zone on Breakwater Road for the purposes of work. How do I complete the Two-Step Dublin Port Pass Process for this area?

    All Port workers and contractors who require access to the Oil Zone must complete the Dublin Port Pass for the Oil Zone. Dublin Port Company have been liaising directly with the various oil and maintenance companies who require access to this area daily and have provided relevant details. 

    Irregular visitors to the Oil Zone must contact the Fire Warden on duty by pressing the gate intercom upon arrival to site.

  • I am Seafarer who regularly visits Dublin Port. Do I need to complete the Dublin Port Pass?

    As part of the Dublin Port Pass programme it is a mandatory health & safety and security requirement for all Seafarers who are accessing / egressing the Common User Area and Oil Zone to complete one of two options:

    1.3.1 Regular calling Seafarers to Dublin Port - on vessels that visit more than once per calendar year - must complete the full Two-Step Dublin Port Pass induction and access control card application process.

    1.3.2 Irregular calling Seafarers to Dublin Port – who visit on vessels less than once in a calendar year – are eligible to complete the Seafarers Safety Guide to obtain a temporary Shore Pass.
